5.Creating a green community and achieving carbon neutrality

To ensure a safe and secure consumer life, the Chubu Bureau of Economy, Trade and Industry will optimize consumer transactions and ensure thorough compliance with laws and regulations regarding product safety. In addition, the Chubu Bureau of Economy, Trade and Industry puts efforts into ensuring the stable supply of resources and energy, including electricity, gas, petroleum products and minerals, which are essential to our lives and economic activities.

Promoting the conversion to highly cyclical business models and properly implementing systems relating to the 3Rs

While the car and aircraft manufacturing industries play a central role as the arterial industries of the Chubu region’s manufacturing industry, recyclers with advanced technological capabilities provide support as the vein industries. On the other hand, while environmental awareness is growing globally, as reflected in efforts to promote the SDGs and increase ESG investment, the building of a green community requires the development of highly cyclical business models as soon as possible. Under these circumstances, to strengthen the Chubu region’s industrial competitiveness by promoting the conversion to a circular economy, the Environmental Protection and Recycling Division works together with companies and research institutes inside and outside the region to promote collaboration between the arterial and vein industries to help upgrade and promote cyclical business models that maximize the advantages of the region’s manufacturers. In addition, the Environmental Protection and Recycling Division employs the following measures to promote the optimization of resources: 1) actively implements the 3R policies (the reduction, reuse, and recycling of waste); and 2) properly enforces and promotes individual recycling laws, such as those regarding cars and home appliances.

Promoting efforts aimed at achieving carbon neutrality

The Japanese government declared its goal of achieving carbon neutrality by 2050. The declaration requires coming up with ideas for transforming the industrial structure and economy in ways that will bring great economic growth, instead of seeing measures against global warming as a constraint on economic growth. The Chubu region is a cluster of manufacturing industries, the foremost of which is the car industry, and many companies are making tireless efforts to reduce their energy consumption. Under these circumstances, to promote thorough energy conservation in the Chubu region and to help reduce greenhouse gases in Japan, the Energy Policy Division will properly enforce the Energy Conservation Law, promote support services related to energy conservation and power saving measures, and make advanced examples of such measures widely known. In addition, to promote CO2 credits produced in the Chubu region (J-credit system) and help produce CO2 credits, the Energy Policy Division will put effort into developing a supply chain model of CO2 credit use in the Chubu region. Under this model, companies putting effort into decarbonization in the region’s manufacturing supply chain will help subcontractors with the potential to reduce greenhouse gas emissions produce CO2 credits, and such credits will subsequently be used. On the other hand, to execute the Basic Energy Plan and steadily achieve energy mix, or the ideal energy supply and demand structure based on the Basic Energy Plan, the Energy Policy Division will promote the introduction of renewable energy sources, such as solar power, wind power, and biomass, help develop a hydrogen community, and promote the local production and consumption of energy that optimizes the features of the Chubu region.
