3.Establishing an industrial development base

The Chubu Bureau of Economy, Trade and Industry aims to create a business-friendly environment by helping improve productivity and create new added value to strengthen the functions of the common manufacturing bases. It aims to do this by promoting the development of regional strategic industries and strengthening human resources to help companies take on significant challenges and boldly restructure their business.

Cultivating and securing local human resources

The growth and development of a company requires the active participation of diverse human resources, including women, foreigners and senior citizens, and the promotion of diverse workstyles. The Regional Human Resources Policy Office promotes workstyle reform by helping regional companies secure and train human resources, such as by creating opportunities and sharing information.

Human resource matching in the Tokai region

In response to the severe employment situation due to the drastic change in today’s business environment, caused by the new coronavirus pandemic, the Regional Human Resources Policy Office collaborates with the central government, municipalities, and relevant organizations in developing a system for making human-resource matches to help maintain employment opportunities by making human-resource matches.

Improving business environments for small- and medium-sized companies and small business owners

To strengthen the Bureau’s management support system for small- and medium-sized companies and small business owners, the Small and Medium Enterprise Division has set up To strengthen the Bureau’s management support system for small- and medium-sized companies and small business owners, the Small and Medium Enterprise Division has set up Yorozu Support Centers in each prefecture, where coordinators will respond to requests for help.The Small and Medium Enterprise Division also provides small- and medium-sized companies with the following types of help for maintaining excellent management environments: 1) accessing financial support with minimum trouble, 2) revitalizing businesses, 3) improving business management, 4) improving outsourcer-subcontractor relationships, 5) streamlining business succession, and 5) managing consumption tax affairs properly and efficiently.

Composite Highway Concept

The Chubu Bureau of Economy, Trade and Industry aims to develop one of the world’s largest industrial clusters able to provide companies with comprehensive services, ranging from help with research and development, production, and processing, to assembly, and it aims to do so through the following means: 1) promoting collaboration between companies and universities and local public testing/research laboratories that have R & D bases for carbon fiber reinforced plastics, 2) further promoting research and development, and 3) further accelerating the cultivation of human resources.

Promoting innovation through advanced technology

The Industrial Technology Division aims to help small- and medium-sized manufacturers conduct research and develop businesses. In addition, through collaboration with public testing/research laboratories, it aims to improve and promote technologies, including 3D laminated modeling. The Industrial Technology Division also promotes the digitization of local industries with digital technology and new materials. Furthermore, the Industrial Technology Division collaborates with the National Center for Industrial Property Information and Training’s INPIT Intellectual Property Comprehensive Support Offices, located in all prefectures throughout the nation, in helping formulate management strategies that incorporate ideas for maximizing the use of intellectual property. In addition, to stimulate both tangible and intangible regional innovation, the Industrial Technology Division encourages small- and medium-sized companies to use standards (including the establishment of standards like the JIS standards).
